After the success of the second annual REXchange in 2009, which attracted 174 participants from 24 countries, we are pleased to introduce you to REXchange 2010.
Looking at the new RES Directive we can conclude that the market for renewable energy in Europe will change. There are a number of reasons why the market will change.
Market renewable energy is a success!
The total volume of consumed renewable electricity is still growing fast. In 2009 we expect to have sold 180 TWh renewable electricity to end-users (in 2008 this was 110 TWh). This is almost twice the total consumption in the Netherlands. We see an enormous increase in the commercial market and big companies have now discovered the advantages of buying renewable electricity. Buying and cancellation of the Guarantee of Origin proves the consumption of electricity from renewable sources and thus a carbon foot print of almost zero. The prices are very reasonable and with less than 1 euro per ton CO2 companies are reducing their carbon foot print. Compared with carbon offsetting (8 up to 18 euro per ton CO2) this is considered as very cheap.
With the new RES Directive the market for the Guarantee of Origin is now strengthened. All Member States must have a Guarantee of Origin system in place by 2010 and the definition of the Guarantee of Origin is now crystal clear. According the RES directive the Guarantee of Origin is solely for disclosure and thus proving the origin of the consumed electricity source.
Cooperation between Member States has taken of
Norway and Sweden have announced to cooperate in stimulating renewable energy. In 2012 a joint certificate system will be operational giving market players the freedom to invest in the country of their own choice.
The possibility of Joint Projects is also seen as very promising. RECS International has taken the initiative to set up a platform where the public and private sector will meet and exchange views on the cooperation mechanisms and in the end joint projects might be ‘traded’. This is seen as the first step towards an opening of the market for renewable energy in Europe.

The association of Issuing Bodies (AIB) promotes the use of a standardised system, based on harmonised environment, structures and procedures in order to ensure the reliable operation of international energy certificate systems. If an issuing body is a member of the AIB, the system is use is standardized. The AIB is the guardian of the standardized European Energy Certificate System (EECS). EECS provides a harmonised and minimum common set of definitions and criteria for the creation, issuance, transfer and use of a certificate (Guarantee of Origin/RECS certificate).
